The Capture Lines Off Top command in the Network menu has an effect on the session transcript. It controls whether or not lines received from the other computer will continue to be remembered after they have scrolled off the top of the terminal screen. If Capture Lines Off Top is not checked, then lines which scroll off the top will be forgotten; if it is checked, then they will be remembered, so they can be seen again using the scroll bar.
Turning off capturing saves memory and makes it unlikely you will run out of free memory.
Capture Lines Off Top may be automatically turned off by TOPS Terminal if memory runs critically low. It is likely to prevent the system from crashing by running out of memory.

Whether or not a session has Capture Lines Off Top checked initially depends on the settings of the "Don't Capture Off Top" check box in the account's description. Unless you checked the Don't Capture Off Top box, then sessions to that account will start with Capture Lines Off Top checked.
